The steps behind Rockdale Elementary could be closed?

I live on Neola st across from a clandestine staircase that always seems to be brimming with activity of an illicit nature. Sometimes cars are parking on the street for under 30 minutes, other times high school kids are drinking beer and smoking cigarettes...and leaving their trash there for us locals to clean up. I don't want to see drunk/drugged out teenagers stumbling around at 1 AM, I'm trying to raise a family here.
